Confusion as Anambra Education Commissioner is Promoted to Assistant CP

“When Did She Join the Police?” — Confusion as Anambra State Education Commissioner Is Promoted to Assistant Commissioner of Police (Video)

What could be best described as extensive public curiosity, mixed reactions and intense social media debates have trailed the recent promotion of the Anambra State Commissioner for Education, Prof. Ngozi Chuma-Udeh, to the rank of Assistant Commissioner of Police (ACP).

Recall that Prof. Chuma-Udeh, adorned in police uniform, was on Monday warmly saluted and congratulated by Governor Chukwuma Charles Soludo, amid cheers from other principal officers of the Anambra State Government, during the first State Executive Council meeting of 2026 held at the Light House, Awka, following her promotion to the rank of ACP.

The news of the promotion, alongside circulating videos and photographs from the State Executive Council meeting, however, has sparked a chain of reactions and counter-reactions among netizens, many of whom expressed surprise, curiosity and outright confusion over the development, while others took to social media to question, analyse and debate the propriety and implications of the promotion.

The “confusion” largely stems from the fact that Prof. Chuma-Udeh is publicly known as a seasoned academic and administrator, and currently serves as the Commissioner for Education in Anambra State, with no prior public record of a conventional policing career.

While many Nigerians wondered when the commissioner enlisted into the Nigeria Police Force, others, who knew her as a lecturer in the English Language Department of the Chukwuemeka Odumegwu Ojukwu University (COOU) before her appointment as Commissioner for Education, questioned how she could have combined an academic career, a full-time political appointment and police duties in a country where millions of young people are in search of employment opportunities, yet rose to the rank of Assistant Commissioner of Police.

Similarly, other social media users, reacting from different angles, asked who now occupies the office of the Commissioner for Education in Anambra State, as Prof. Chuma-Udeh was perceived in some quarters as having “joined the Police” or “fully transited into police work” following the announcement of her promotion.

Furthermore, there was also confusion about whether the promotion implied a replacement or reshuffling within the State Executive Council, even as some commenters speculated that she might have resigned her commissionership position to pursue a policing career.

All these questions, speculations and curiosities notwithstanding, congratulatory messages and goodwill wishes also accompanied the news, as netizens who understood the context of the promotion felicitated with Prof. Chuma-Udeh, while also making efforts to clarify the facts and the context to those who are confused, misinformed or unaware of the underlying details.

According to clarifications gathered by this reporter, Izunna Okafor, Prof. Chuma-Udeh is a Supernumerary Police (SPY) officer, a special category of police personnel distinct from regular officers of the Nigeria Police Force.

Further findings reveal that supernumerary police officers are private individuals sponsored, trained and appointed by the Nigeria Police Force to perform specific security-related and auxiliary roles, often in support of institutions, organizations or public interest duties. While SPY officers undergo formal police training and are vested with certain policing powers, they do not form part of the conventional police workforce and are not counted within the regular police establishment.

It was also learnt that supernumerary police officers wear a distinct ash-coloured uniform bearing “SPY” inscriptions, and are typically unarmed, as well as operate under defined limitations. Their ranks, though recognized by the Nigeria Police Force, are largely honorary and functional, and do not follow the same career progression structure as those of regular police officers.

Further findings by this reporter, Izunna Okafor, revealed that Prof. Chuma-Udeh’s promotion to the rank of Assistant Commissioner of Police falls within this supernumerary framework and does not in any way make her a career police officer, nor does it affect her role as the Commissioner for Education in Anambra State.

It was also gathered that such promotions are usually based on years of service, performance, training, discipline and contributions within the supernumerary police system, and are not uncommon among distinguished professionals drawn from academia, corporate institutions and public service.

While some netizens still debate and express their confusion on the subject matter and the circumstances surrounding Commissioner Chuma-Udeh’s new rank, the so-far-given clarification appears to have eased much of the initial confusion, with many now better informed on the nature of supernumerary police appointments and the distinction between them and conventional police service.
