How Gov. Makinde Will Not Be Institutionally Forgotten

Governor Seyi Makinde will not be institutionally forgotten because his administration consciously invested in building enduring structures rather than running a personality-driven government. His legacy is firmly rooted in institutions created and strengthened to outlive his tenure and sustain good governance in Oyo State.

Key among these is the Oyo State Anti-Corruption Agency (OYACA), headed by Hon. Justice Eni Esan (Retired) created to institutionalize transparency, accountability, and ethical conduct in public service. In land administration and urban order, the Oyo State Anti-Land Grabbing Agency (officially known as the Oyo State Real Properties Protection Law Agency / Anti-Land Grabbing Task Force) headed by Justice Olajumoke Aiki (Retired).

She leads the agency’s task force unit responsible for investigating and tackling land grabbing and related property-offence matters under the Oyo State Real Properties Protection Law. and the Oyo State New Towns and Cities Development Authority (OYNTCDA) headed by Mrs Mofoluke Adebiyi (EA/DG) addressed historical distortions in land ownership while providing a clear framework for planned urban expansion.

The establishment of the Oyo State Rule of Law and Enforcement Authority (OYRLEA) headed by Hon. Justice Aderonke A. Aderemi (Retired) reinforced respect for lawful conduct and strengthened enforcement mechanisms. She leads the agency in enforcing laws related to environmental protection, traffic management, anti-open grazing, and related regulations across Oyo State.

Also, OMASED – Oyo State Mobilization Agency for Socio-Economic Development headed by Dr. Morohunkola Ambali Thomas (DG) deepened citizen engagement and grassroots development coordination.
He was appointed by Governor Seyi Makinde as the pioneer Director-General when the agency was established by law, and he leads the agency in its mission to mobilize, educate, and engage residents of Oyo State for sustainable socio-economic development

In security, Operation Amotekun (officially the Western Nigeria Security Network, WNSN) Historically led by General Ajibola Kunle Togun (Chairman) and Colonel Olayanju Bisiriyu Olayinka (Commandant) for the Oyo Security Network Agency is the regional security outfit set up by the six South-Western state governments to help curb insecurity in the region to provide a locally grounded security architecture, enhancing intelligence, response, and community trust.

Makinde also demonstrated inclusive governance through The Oyo State Agency for Persons with Disabilities (OYSAPD), headed by Barr. Ayodele Adekanmbi (DG) institutionalizing rights, access, and social protection for vulnerable groups.

Central to this legacy is the establishment and empowerment of strategic agencies such as the Oyo State Agribusiness Development Agency (OYSADA), headed by. Dr. Adebowale Akande, The Phenomenal Executive Adviser to Governor Makinde on Agribusiness and International Cooperation and Development and DG OYSADA which repositioned Agribusiness as a major economic driver. OYSADA introduced structured farmer support, private-sector participation, and international partnerships that institutionalized Agribusiness development beyond political cycles.

The creation of the Oyo State Project Performance Monitoring Agency (OYSPPM) headed by Engr. Muftau Open Salawu (Chairman) institutionalized project tracking, accountability, and value-for-money across government projects.

In public finance, Makinde strengthened institutions responsible for fiscal discipline, transparency, and procurement, embedding checks that improved budget credibility and investor confidence. His reforms in education and healthcare also relied on institutional frameworks, not ad-hoc interventions, ensuring continuity in service delivery.

More than physical projects, Makinde’s administration normalized data-driven governance, respect for due process, and political will to let institutions work. These agencies, policies, and governance culture now form part of Oyo State’s administrative DNA.

Together, these institutions reflect a governance philosophy rooted in systems, justice, and sustainability. Long after political memories fade, these agencies will continue to shape Oyo State.

For these reasons, Governor Seyi Makinde’s name will remain inseparable from the institutions he built—making his legacy structurally permanent and institutionally unforgettable.
