Agribusiness, according to the Executive Adviser on International Development Cooperation, Director-General of the Oyo State Agribusiness Development Agency (OYSADA), Dr. Debo Akande, cannot be driven by rigid, one-dimensional policies. In his analysis, the sector must be approached through what he terms a “lock and keys model”, a framework that recognizes the complexity of Agricultural systems and matches each challenge with a bespoke solution.
This metaphor underscores the limitations of a “water-tights” approach, which assumes that a single solution can address the multi-layered challenges of Agriculture. Instead, Dr. Akande argues that issues such as mechanization, value-chain development, market access, financing, and agritech innovations each require unique policy instruments and context-driven responses.
